Internal Regulation of RICHT Research Council  

With regard to Articles 10, 11, and 12 of the Statute of the Research Institute of the Cultural Heritage, Handicrafts and Tourism Organization, approved in the session dated 2005/06/18 of the Council for Development of Higher Education in conjunction with the RICHT Research Council, the present executive regulation has been compiled as follows:

Article 1: Composition of RICHT Research Council

Ø Based on Article 10 of the Statute, the composition of the RICHT Research Council is as follows:

Ø Chairman of the Research Institute (Chairman of the Council), Research Deputy (Secretary of the Council)

Ø Heads of the research centers and Research Institute

Ø Two to five faculty members

 

Note 1: At least two of the members mentioned in Paragraph 4 should be from among the renowned researchers outside the Research Institute and should be selected upon the proposal of the Chairman of the Research Institute and approval of the Research Deputy of the Ministry of Science, Research and Technology.

Note 2: The members mentioned in paragraph 4 shall be appointed for a period of four years upon the order of the Chairman of the Research Institute and their re-appointment is permissible.

 

Article 2: Duties and authorities of RICHT Research Council

Ø Approval of the domestic regulations of the country

Ø Setting the policy and scientific and research plans of the Research Institute within the framework of policies and approvals of the Ministry of Science, Research and Technology

Ø Confirming the financial-transactional, recruitment and organizational regulations of the Research Institute and proposing them to the Board of Trustees

Ø Approving research regulations and manual of style of research methods of the research groups, research centers and Research Institute

Ø Examining and approving research projects of the Research Institute and monitoring the quality and proper implementation

Ø Reviewing progress of research projects according to the approved schedule and, if necessary, revision and approval of the changes

Ø Assigning a jury or board of jurors of the finished research projects that are introduced by the Research Deputy of the Research Institute

Ø Evaluation of the results of scientific and research activities of the Research Institute

Ø Confirming the proposed establishment and dissolution of research groups, research centers and research institutes and forwarding it to the Research Deputy of the Ministry of Science, Research and Technology for go through its legal process

Ø Planning to develop and cement scientific relations with other research institutes and educational and research centers of the country in accordance with the related rules and regulations

Ø Reviewing and approving holding of short-term courses and conferences and conducting scientific visits

Ø Approval of regulations for scientific trips, educational scholarships and fellowships within the framework of relevant rules and regulations and proposing them to the Board of Trustees

Ø Reviewing and approving scientific trips, educational scholarships and fellowships of the faculty members of the Research Institute in accordance with the relevant rules and regulations

Ø Proposing equipment, publication, information and scientific needs of the Research Institute to the RICHT Chairman

Ø Approving the regulations for compilation and translation of books and articles and the process for publication of the results of the scientific and research activities of the Research Institute

Ø Examining academic qualification of the applicants for faculty membership of the Research Institute

Ø Implementing other affairs that are delegated to the Council within the framework of rules and regulations by the Board of Trustees or Chairman of the Research Institute

 

Article 3: Holding Council Meeting

1- Research Council sessions are held every two weeks with the participation of at least two-thirds of its members provided that the Council Chairman is also present. The approvals are valid with the vote of half plus one participants in the session.

Note: Extraordinary sessions shall be held at the invitation of the Council Chairman or Secretary or at least three officials of the Research Institute.

2. The agenda of the Council, together with its appendices shall be notified to all the members in writing by the Secretary of the Council at least three working days prior to the holding of the session.

3- The Research Council in order to facilitate the process of approving projects and research programs, and other affairs that require further expert review shall refer related issues to a specialized committee comprised of the Deputy for Research, Director of Research Affairs, Director of the Documentation Center and Library, a person proposed by the Chairman of the Research Institute, chairman of the relevant research center, the administrator and experts.

Note 1: All the proposed projects sent by the research centers prior to be forwarded to the Research Council of the Research Institute should be discussed and approved at RICHT Research Council.

Note 2: Projects that are sent by the researchers outside the Research Institute to the Chairman or the Research Deputy, shall be sent to the relevant research center, based on the subject, by the research director and after approval in the council of that research center, shall be sent to the Research Deputy for final approval in the Research Council of Research Institute.

Note 3: In case of non-approval of the research projects mentioned in Note 2 of Article 3 by the research council of the respective research center, the reasons for rejection shall be announced in writing by the chairman of the Research Institute to the Research Deputy in order to be reviewed again in the specialized committee or the Research Council, if necessary or if protested by the executor.

4- Specialized Committee based on the situation, meets at least once a week and approvals of the meetings shall be discussed in the first session of the Research Council for final approval.

5. Approvals of the Council shall be read out at the end of each session and after being signed by the attendees, shall be notified to all the members in writing maximum within three days by the Secretary of the Council for implementation.

 

Article 4:

This bylaw was approved in 4 articles, 26 paragraphs and 6 notes in the session of the Research Council on 2007/07/09 and its implementation is mandatory from the date of approval.
